RSSAC Caucus Members

The RSSAC Caucus is a broad group of Domain Name System and Root Server System (RSS) experts who provide input and advice to the RSSAC on various technical topics. The caucus’s members come from a variety of backgrounds and disciplines, and they help the RSSAC perform research and produce publications on topics related to the operation, administration, security, and integrity of the RSS. It plays an important role in ensuring that the RSSAC’s work is grounded in both technical and practical considerations.

The first members of the RSSAC Caucus were appointed in July 2014. The RSSAC Caucus includes all RSSAC members and others who are appointed by the committee. Interested people can apply for membership and anyone can browse the public archive of its mailing list. Read the RSSAC Caucus’s Purpose and Principles.

I'm responsible for most of the DNS operations at the RIPE NCC, including the operations of one root server, viz. K-root. I began dabbling in DNS about 15 years ago, and joined the RIPE NCC to develop my understanding and skill in it. In the last 10 years at the RIPE NCC, I have worked almost exclusively with DNS.

Motivation for Membership in the RSSAC Caucus
I am interested in the security and stability of the root name server system because I am responsible for operating one of the root name servers. I feel that I have enough experience with running DNS systems and servers that I can understand and contribute to discussion about DNS topics, and review and comment on documents being authored in RSSAC.

Indication of Availability
I can work on RSSAC-related topics for 2 days a month. In addition, I am able and willing to travel to RSSAC meetings, or attend them remotely, if needed.

I am the author of the “Law and Regulation” section of the Cyber Security Body of Knowledge (CyBOK: www.cybok.org), a project to catalogue subject matter of concern to cybersecurity practitioners globally. I hold degrees in political science (BA, University of Dayton) and law (Juris Doctor, Georgetown University Law Center), as well as a degree in international business law with focus on problems of private international law and regulation of multinational enterprises (LL.M, London School of Economics and Political Science). I am licensed to practice law in the Senior Courts of England & Wales, in Illinois (currently inactive), and in the US Supreme Court. I'm actively involved with UASG and extremely familiar with the IDNA specifications, and attended UASG meetings to help identify pain points and spread understanding of where to extend and help fix IDN/EAI issues on a programming language level and on a low level programming level to help solve issues higher in the stack.
I actively read DNSOPs and occasionally participate in some email threads. I'm well familiar with the DNS protocol, and wrote a full server stack and client implementation from scratch as part of this work.
I provided technical insight to the NARALO community on DNS-over-HTTPS and DNS-over-TLS including the risks of tying DNS to the WebPKI ecosystem, false sense of security provided by these protocols, and other design issues that need to be aware of to help understand what DoH/DoT does and doesn't fix, and what additional work is necessary to truly provide secure and authenticated DNS records to the end user.
I attended ICANN61, and have been a fellow for ICANN63 and ICANN65, and consider myself relatively familiar with the ICANN ecosystem and how various groups interact. I'm a member of ISOC-NY (and thus NARALO through the ALS), as well as NCUC.

Motivation for membership in the RSSAC Caucus
My primary motivation for joining the RSSAC Caucus is to help expand research into the recursive resolver behavior as well as providing help and front-line support in fixing DNS resolvers in production operating systems to help reduce load and abuse of the root servers. My skillset is basis towards the technical aspects of DNS, and I feel that working as part of RSSAC is one of the best ways I can contribute to the ICANN community.

I was encouraged to join the caucus after attending several RSSAC sessions and providing input based on my experience with device deployment and the work of my research done to date on recursive DNS resolver behavior.

Indication of availability
Any - as I'm self-employed, I set my own hours of availability and travel. I will be able to attend most of not all caucus calls, and will be able to attend events in person depending on funding and location availability.

Motivation

Motivation: I am interested in helping to improve the stability and resiliency in all areas of the Internet's Identifier systems and have a keen interest in the DNS specifically. I am very keen to see the operations of the higher levels of the DNS hierarchy become more transparent through enabling others to better understand the functioning of these systems. My belief is that RSSAC should be a key enabler in that area.

Working as a DNS operator and engineer for the past 20 years. I am currently DNS Subject Matter Expert supporting Quotient Inc. with some taskings directly related to the G root server. While I have attended many IETFs and DNS-OARCs my work does not always permit me to be front and center so my name may not be as wide spread. I started in DNS back with BIND 4 when DNS administration was mostly a side task of UNIX administrators. Through multiple jobs I ended up working with dedicated focus on DNS in 2002. I was involved with some of the early G root anycast efforts and have built out numerous DNS security solutions. During DNSSEC development, I was a part of test labs and early evaluation of the RFCs. I’ve monitored the old dnsext and current dnsop mailing lists for many years.

Recently I am heavily involved in monitoring DNS systems from different perspectives and via different data sources to provide visualization of problems within the DNS infrastructure. In addition, I package custom BIND builds in various package formats.

Motivation
Continued interest in the DNS protocol and operations. Finding a useful outlet to some of my knowledge of my long history of DNS.

Availability
I can spend a few hours a month on RSSAC documents. I plan to be at most upcoming DNS-OARCs. I would mostly plan to dial into RSSAC meetings unless they line up with other conferences.

Received Ph.D degree from University of Tsukuba (2015) about DNS traffic analysis and reduction of DNS load.
Analyzing root DITL dataset for several years.
Planed and evaluated DNSSEC implementation in JP.

Motivation
My motivation is to make Internet/DNS stable. I would like to know current status of DNS (includes root) and improve DNS protocols/implementations/configurations.

Indication of Availability
I can work for DNS research most of time. I attend IETF meetings (and DNS-OARC meetings).
