One of my jobs as the Ombudsman is to intervene when there is a disparity of power, such as bullying. From New Zealand there is a thoughtful article from a well known constitutional lawyer about bullying at a High School where the New Zealand Ombudsman intervened. While this is specifc to this school, the article discusses the history of the New Zealand Ombudsman and how the moral authority in this office can be an effective agent of change.
