Motivation: Making DNS more transparent and stable are crucial to my work. I am passionate about cybersecurity policy advocacy and its effect on free speech and human rights. I would like to attend RSSAC meetings that happen at IETF and ICANN meetings, because I am active in those fora, in particular the IETF 103 meeting in Bangkok on 6 November 2018. My interest in Caucus membership stems generally from my long-standing interest in Internet governance and now specifically from my role at Akamai Technologies. Akamai's business as a large DNS operator for most Fortune 500 companies and many government organizations depends heavily on the proper functioning of the DNS at all levels.

• Affiliation and current position: Tsinghua University, China. Postdoc Researcher (Shui Mu Tsinghua Scholar)
• Relevant qualifications: I received my Ph.D degree in 2020 from the Department of Computer Science and Technology at Tsinghua University under the supervision of Prof. Haixin Duan and Prof. Ying Liu. My research interests are mainly focused on the security of Internet infrastructure, especially the domain name system. In the past three years, I have published about 20 peerreviewed research papers in security conferences, including IEEE Security and Privacy, USENIX Security, ACM CCS, and NDSS. • Relevant qualifications: I am part of the systems administration team that operates the F Root Server for ISC and have been doing so for the past five years, as well as DNS being a part of my day to day responsibilities for ISC for over 12 and in systems day-jobs for over 20, in addition to operating my own infrastructure from the BGP and AS level, on down. I was active in the efforts to deploy DLV and DNSSEC before the root was signed, as well as in turning DLV down when the time came.
• Motivation for membership in the RSSAC Caucus: Operation and stability of the root server system have been both my job-based interest as well as something I've personally been empassioned about for many years now. This is core to the mission of both my day job as well as to me personally.

Motivation: I am keenly interested in and have focused much of my professional career on improving the security and stability of the Internet infrastructure. The root server system and RSSAC are a crucial part of ensuring security and stability are maintained for all the users of the Internet. The RSSAC is in the unique position to develop and provide technically based advice that can
facilitate sound operations of the root server system as well as essential input to the multistakeholder policy development which is critical for Internet security and stability for both current and future users.
