Brief Overview
Purpose: This public comment proceeding seeks input on the Non-Contracted Parties House's (NCPH) proposed election procedures for Board Seat #14.
Current Status: On 4 February 2019, the Commercial Stakeholder Group (CSG) and the Non-Commercial Stakeholder Group (NCSG), which collectively constitute the NCPH, formally approved the election procedures for appointment of Board Seat #14. As required by the GNSO Operating Procedures, the proposed procedures are being published for public comments prior to their inclusion in as an Annex to the GNSO Operating Procedures.
Next Steps: After the close of the public comment period, a summary report on the procedures will be provided on 9 August 2019. The NCPH will then review all received comments and make any updates as necessary to the proposed procedures. Upon completion, the NCPH will submit the election procedures to the GNSO Council for inclusion as a new Annex to the GNSO Operating Procedures.
Section I: Description and Explanation
During the 2018 NCPH Intersessional Meeting in Los Angeles, NCPH delegates agreed to develop a list of intra-House processes for the selection of a representative to fill Board Seat #14, to be jointly approved by the CSG and NCSG. The election procedures for Board Seat #14 was identified as a priority item by both the CSG and NCSG. It was agreed that the procedures should include a clear timetable, to enhance awareness of the applicable deadlines for each stage of the procedures (e.g., the candidate nomination process, and formal selection process). Following the 2018 Intersessional meeting, draft procedures were developed by the delegates and shared with their respective communities, for vetting and internal feedback, prior to formal adoption by the CSG and NCSG.
Section II: Background
The ICANN Bylaws, Section 11.3(f) specify that the Non-Contracted Parties House shall select a nominee to fill Board Seat #14. Based on the NCPH's mandate as described in the ICANN Bylaws, and the requirement under the GNSO Operating Procedures that these procedures be included as a documented Annex, the NCPH developed the current proposed procedures to facilitate the election process.
