Brief Overview
Purpose:
The purpose of this public comment is to solicit feedback on the draft final report of the second Country Code Names Supporting Organization Review (ccNSO2).
Current Status:
Meridian Institute, the independent examiner conducting the ccNSO2 Review, has published its draft final report for public comment. The draft final report contains an assessment of the ccNSO and recommendations for improving its operations. This public comment proceeding follows the publication of the assessment report on 5 April 2019.
Next Steps:
The draft final report will be available for public comment until 4 August 2019. Meridian Institute will present the draft final report during a public session on 26 June 2019 at ICANN65 in Marrakech, Morocco, and during a webinar on 10 July 2019 at 19:00 UTC. To request an invitation to the webinar, please send an email to mssi-secretariat@icann.org. Meridian Institute will consider input received from the public comment process, ICANN65 session, webinar, and any other feedback received, for possible inclusion in the final report. The final report is expected to be published in August 2019.
Section I: Description and Explanation
Meridian Institute, the independent examiner conducting the second Country Code Names Supporting Organization Review (ccNSO2), is seeking feedback on its draft final report.
As with all Organizational Reviews, the ccNSO2 Review is following a two-phased approach, in which the independent examiner first completes its assessment and then makes recommendations to address the findings noted during the assessment. This approach is expected to contribute to more useful and relevant recommendations by providing an opportunity for the community and the independent examiner to discuss what works and what needs improvement before the independent examiner develops recommendations to address the observed situations.
Section II: Background
The purpose of the ccNSO Review, as per Bylaws' Section 4.4 is to determine (i) whether the ccNSO has a continuing purpose in the ICANN structure, (ii) if so, whether any change in structure or operations is desirable to improve its effectiveness and (iii) whether the ccNSO is accountable to its constituencies, stakeholder groups, organizations and other stakeholders. The ccNSO is responsible for developing global policies for country-code Top-Level Domains (ccTLD), promoting consensus within the ccNSO community and coordinating with other Supporting Organizations, committees and constituencies.
