Brief Overview
Purpose:
The purpose of this public comment is to gather Community feedback as to whether the forthcoming ccNSO review should be deferred as proposed. All feedback will be considered by the Board in making their determination on the proposed deferral until August 2018.
Current Status:
Currently, the ccNSO Review is scheduled to start no later than August 2017. The ccNSO has expressed their desire to defer the upcoming review by 12 months in response to concerns about bandwidth. ICANN Bylaws Section 4.4a provide the Board with the ability to consider timing of organizational reviews based on feasibility. The potential deferral of the ccNSO Review follows the same process as was established in 2013 with the deferral of the second review of the GNSO (see Public Comment and Board Resolution). The Bylaws governing this aspect of the Organizational Reviews did not change as a result of the IANA Stewardship Transition.
They also indicated they would use that time to perform an assessment of the implementation status of the recommendations that arose from the previous ccNSO Review, assuring that in August 2018 the ccNSO will be well prepared for an effective and efficient review.
This public comment forum aims to inform the Board for its upcoming deliberation by gathering the views of the ICANN Community on this proposed deferral.
Next Steps:
Following an evaluation of the public comments received, the ICANN Board will consider deferring the next ccNSO Review until August 2018.
Section I: Description and Explanation
As per ICANN's Bylaws, Article 4, Section 4.4 (a), organizational reviews, such as the ccNSO Review, 'shall be conducted no less frequently than every five years, based on feasibility as determined by the Board.'
The Final Report of the previous ccNSO Review was submitted to the Board on 4 March 2011. Following an initial deferral due to the IANA Transition, the ICANN Board, based on explicit feedback by the ccNSO, proposes to defer the upcoming ccNSO Review until August 2018.
The ccNSO will use the time until the start of the next ccNSO Review to conduct an evaluation of the implementation status of the recommendations that arose from the previous Review.
Section II: Background
On 22 March 2017, the Chair of the Board's Organizational Effectiveness Committee (OEC), the body that oversees ICANN's Organizational Reviews, reached out separately to the leadership of the RSSAC, SSAC, and ccNSO. The Chair enquired whether, due to the busy community work schedule, any of them would like to defer their respective organizational review by 12 months; all three of these organizational reviews were scheduled to start in 2017. The ccNSO Chair responded that the ccNSO would like to take advantage of such a deferral.
