Summary of Submission

Rule 3 - Panel selection: 3c, [30] days should be from when the Standing Panel informs the parties that it does not have capacity. An ETA should be given to the Administrator for the selection.

Rule 4 - Time for Filing, including

4A – Initiation of an IRP: Filing fees should be discussed and decided for uniformity and none fairness. For transparency, relevant information and fees should clearly mentioned on ICANN website.

4B – Time to File: looks good.

4C - Timing considerations for a Claimant to File an IRP following a Request for Reconsideration (RFR): Agree, timing should run from notification of the decision to the party who brought the RFR, rather than them being obliged to check the ICANN website for publication.

4D - Limited Circumstances for Requesting Permission to File After the 24 month limit: Agree, decisions cannot be indefinitely challenged.

Rule 5B - Translation: looks good.

Rule 7 - Consolidation, Intervention and Participation as an Amicus: 9. 28 days of receipt of the motion to consolidate would be fair and enough. 12. [15] days of final submissions.
