Public Comment is a vital part of our multistakeholder model. It provides a mechanism for stakeholders to have their opinions and recommendations formally and publicly documented. It is an opportunity for the ICANN community to effect change and improve policies and operations.

A useful report. Specific suggestions for consideration:

- Use results per capita more as comparing numbers of registrars, web pages etc in Nigeria with Eritrea may not be entirely fair.

- Comparisons with countries in Asia and South America would be helpful as the ecosystems are different from European and North American ones.

- Figure 4-27 not all countries are labelled. The 3D effect makes it difficult to compare areas. Colors may also not be colorblind friendly.

- Examining government information provided online may be a good proxy for internet uptake and localization.

- Figure 7-11 title should have African instead of Afrikaans.

- What might the rest of the African continent learn about use of Afrikaans on websites and in computer related areas? Most people who use Afrikaans probably have some level of familiarity with English, if this is the case what motivates development of materials in Afrikaans?

- Factors such as legislation and regulatory conditions are important, but seem hard to quantify. Care should be made in interpreting their effect on domain names and the local internet ecosystems.

- A large portion of the study is concerned with economic issues, it may be helpful to have an economist on future teams, or as a consultant.



Summary of Submission

The study is a helpful overview of domain name registration in Africa. It provides useful information not available elsewhere and combines it with relevant available information. The overall ranking of countries is very much subject to interpretation though the chosen metrics by themselves are useful.
