On behalf of Teleinfo, we would like to raise the following questions:


Firstly, why ideographic characters are only available in the Han script? What conditions have been met?


Secondly, according to the AGB in the last round, ICANN was concerned about the meaning of the string, but now it only considers the visual similarity of the Han Script, ignoring the fact that the Chinese expression is not unique, which contradicts the views of the AGB for the last round.


Thirdly, from the perspective of safeguarding the interests of registrants, as the registry of the ".信息" (information in Chinese) TLD, if single character applications are opened in this round and there are single character top-level domains with similar characters and visual similarities, it may harm the interests of our existing user groups. Other registries of Han script in the last round may feel the same way.

Therefore, we strongly believe that delegation of Han script single-character IDN gTLDs should be disallowed in the next round.


Summary of Submission

As China’s leading technical back-end service provider and an IDN registry, we believe that there are still existing technical, cultural, linguistic and securities issues remain unsolved. Thus, we recommend that ICANN should not open the application of Han script single-character IDN gTLDs in the coming round in 2026.
