I appreciate the opportunity to provide feedback on the proposal regarding Han Script Single Character Internationalised Domain Names (IDNs) for Generic Top-Level Domains (gTLDs). As an active member of the At-Large community and EURALO, I am particularly concerned with ensuring that this proposal balances technical feasibility with the practical needs and interests of end-users, especially in regions where Han script is widely used.

Cultural and Linguistic Considerations:

Issue: The proposal should ensure that the introduction of single-character Han script IDNs does not lead to confusion or misrepresentation of culturally significant characters. Han script encompasses a vast range of characters, many of which have specific meanings and uses in different contexts.

Suggestion: Implement a review mechanism to assess the cultural and linguistic appropriateness of single-character Han script IDNs. Engaging with local linguistic experts and community representatives can help avoid potential misuse or misinterpretation.

Technical Challenges:

Issue: Single-character Han script IDNs may pose technical challenges, including issues related to string comparison, security, and compatibility with existing systems.

Suggestion: Conduct thorough testing to address potential technical issues and ensure that single-character Han script IDNs can be reliably integrated into the DNS infrastructure. Consider implementing additional security measures to prevent potential abuse.

User Experience and Accessibility:

Issue: The proposal should consider the impact on end-users, including ease of registration and accessibility. Single-character domains could be highly sought after, potentially leading to domain squatting or inflated registration costs.

Suggestion: Establish clear guidelines and fair processes for the allocation of single-character Han script IDNs. Consider mechanisms such as lotteries or priority registration for local stakeholders to ensure equitable access.

Impact on Domain Name Space:

Issue: The introduction of single-character Han script IDNs could significantly affect the existing domain name space, potentially leading to increased complexity in domain name management and resolution.

Suggestion: Assess the potential impact on the overall domain name space and develop strategies to mitigate any adverse effects. This might include monitoring and periodic review of the implementation to address emerging issues.

Lastly, The proposal for Han Script Single Character IDN gTLDs represents a significant step forward in expanding the linguistic diversity of the domain name space. However, careful consideration of cultural, technical, and user experience factors is essential to ensure its successful implementation. I recommend that ICANN take the above suggestions into account to enhance the proposal and achieve a balanced approach.

Summary of Submission

This submission provides feedback on the proposal for Han Script Single Character IDN gTLDs, emphasising the need for careful consideration of cultural, technical, and user experience factors. It recommends implementing a review mechanism to ensure cultural appropriateness, conducting thorough technical testing to address compatibility and security issues, and establishing fair allocation processes to prevent domain squatting and ensure equitable access. Additionally, it suggests assessing the impact on the domain name space and developing strategies to manage any potential adverse effects, ensuring a balanced and effective implementation.
