IMPORTANT INFORMATION:

The next ICANN meeting will be held December 2 - 8 in São Paulo, Brazil. The meetings are free to attend, and open to any interested person. ICANN encourages broad participation in its bottom-up consensus-development process. You can take part in these meetings by attending in person, by taking part in the webcast and remote participation opportunities, and/or by joining one of the various ICANN-related mailing lists. The local host's website contains more information about the venue, transportation and hotels.

Information regarding Strategic Planning in São Paulo:

At the São Paulo meeting, ICANN is conducting the final stages of the consultation process for the 2007 – 2009 strategic plan.* As part of its commitment to the internationalisation of its processes, ICANN will be running sessions to seek input to the planning process in French, Arabic, Spanish and English. ICANN is very keen to receive input from the community and we encourage your participation in these sessions. Times for the sessions are now scheduled as follows (if you cannot make one of these sessions, please leave information on how to contact you and a time when you are available with the Registration Desk staff and Patrick Sharry will contact you):

  What it is: This session will conclude the remaining open issues on the draft MoU between ICANN and the Regional ALS community. The session will have simultaneous translation in English and Spanish. Why it's important: Hosted by the ICANN At-Large Advisory Committee (ALAC), these sessions will scope out a concrete plan for regional engagement with user groups on ICANN-related issues. This is the Latin America and the Caribbean Regional At-Large Organization (LAC-RALO) formation meeting. Who Should Attend: Representatives from currently certified ALS (At-large structures) from Latin American and the Caribbean.

    What it is: This is a roundtable discussion of what ICANN does, why ICANN is important to various stakeholder communities, and what the ICANN community will be doing in São Paulo. Why it's important: This meeting provides an essential briefing on ICANN basics and an introduction to the key ICANN stakeholder groups and their plans for São Paulo. Who Should Attend: All who are interested in the highlights of the meeting, especially first time attendees. This meeting is open to all ICANN meeting participants.

    What it is: Introduction to IPv6 (Jordi Palet) | Presentation [PDF, 6,944K] Status of IPv6 policies at different RIR service regions (Christian O'Flaherty, Sebastian Bellagamba) Open Debate: IPv6 as innovation opportunity for developing countries. | Presentation [PDF, 1,860K] Why it's important: This workshop will provide an introduction to IPv6, the new Internet protocol which is already being deployed all around the world and consequently a key information for all ICANN participants. The introduction will provide information about what is IPv6, why is it needed and how it is being deployed. In addition, information about IPv6 policies and status in the different RIR regions will be outlined. Finally there will be time for an open debate with the main topic "IPv6 as innovation opportunity for developing countries." Who Should Attend: It is targeted to a wide audience, basically all those related to ICT, IP operations and related decision-making from any region, including TLD staff and government officials. There is no need for any previous technical knowledge about IP.

    What it is: This tutorial session will present all the basic information about Internationalised Domain Names (IDNs), including definition of IDNs, the need for IDNs, a short historic overview, and a general review of some of the issues link ot the implementation of IDNs. Attendees will also receive recommendations for further reading on this topic. The session will be open to Q&A throughout. Why it's important: The global community has increasingly focused on IDNs over the past years. There is a lot of work going on in the areas surrounding IDNs, including technical stability, policy development, linguistic areas and much more. This basis tutorial is intended to ensure that all participants can participate at an equal level. Who Should Attend: Anybody with an interest in IDNs and perhaps an interest in becoming more actively involved in one or more of the working groups currently focused on IDNs. This session will provide basic information only; the Wednesday’s workshop will involve higher-level information.

  What it is: This public forum, organized by the Generic Names Supporting Organization (GNSO), which is open to all interested individuals, provides the broad community with an opportunity for an in-depth discussion about the GNSO's Draft Final Report on the Introduction of New Top Level Domains (new TLDs). Why it's important: This forum enables stakeholders to provide input on the Committee's proposals for the selection criteria, allocation methods, contractual conditions, and other elements that should be used as part of the process for introducing new TLDs. A panel of Committee members will provide summaries on various aspects of new TLD introduction to encourage audience participation and broad-based input. Who Should Attend: All individuals interested in the future of new Top Level Domains.

  What it is: This open public forum organized by the Generic Names Supporting Organization (GNSO) provides all interested individuals with an opportunity to share opinions and recommendations on two proposed actions related to the Whois service: 1) implementation of a new consensus policy involving Whois and National Laws; and 2) consideration of the Whois Task Force's proposals for making changes in WHOIS services. Why it's important: This forum presents a critical opportunity for stakeholders to share their solutions, offer guidance, and ask questions about these pending proposals, which are being prepared for ICANN action. Who Should Attend: All individuals interested in the future of the Whois service.

The meeting will have simultaneous live translation in English and Spanish. Why it's important: Since the LAC RALO is the first to be formed, this is a milestone in At-Large community development. Who Should Attend: Representatives from currently certified ALS (At-large structures) from Latin America and the Caribbean.

  What it is: The Country-Code Names Supporting Organization (ccNSO), the ccNSO's representative decision-making body which helps develop policy for country code top-level domains (ccTLDs), convenes both a members meeting and a Council meeting in São Paulo. Why it's important: The Council and members will consider the ICANN regions, the policy and politics of internationalised domain names at the top level (.idn) and a number of other issues affecting a cross-section of the world's country codes, as well as receiving updates from various members on the latest developments with their ccTLDs. Who Should Attend: Anyone with an interest in ccTLD issues specifically, and the domain name system in general, including registrars, registries, businesses, Internet service providers, Internet users, and government representatives.

  What it is: Members of the ICANN Board of Directors and the Governmental Advisory Committee (GAC) will participate in an open dialogue on current issues. Why it's important: The Board and the GAC meet at each ICANN meeting to address issues of interest, including matters relating to public policy and the GAC’s work. This is an example of the important role of governments in the ICANN process, the engagement with respective stakeholders in the ICANN structure as the implementation of, and work relating to, international public-private partnership. Who Should Attend: Government representatives, any stakeholders with an interest in ICANN and public policy issues.

  What it is: The Generic Names Supporting Organization (GNSO) helps to promote the development of Internet policy for generic top-level domains (gTLDs) (such as .com, .org, etc.) and encourages diverse and international participation in the technical management of the Internet. This public forum gives all interested individuals an opportunity to share their views on any issue pending before the GNSO. The GNSO will report on its policy work in progress, and open the microphone for your comments. Why it's important: This is your opportunity to tell the decision-makers on the GNSO Council, and the ICANN community in general, what you think about key issues such as the GNSO improvement process, the contractual conditions policy development process and Internationalized Domain Names.     What it is: An educational session on the current registrar activity in the current 5-day add grace period. Speakers from leading industry interests, including registries, registrars, domain marketplace companies, intellectual property interests, and domain name trade associations will discuss this topic from differing perspectives. The Panel will respond to questions from the audience. Why it's important: Differing opinions exist on registrar behaviour surrounding the 5-day add/delete grace period, which has become the more controversial topic of the domain marketplace activities discussed in the initial Domain Marketplace Workshop in Marrakech. Panel members will discuss positions for, neutral, and against this activity, and what, if anything, ICANN's role should be. Who Should Attend: Domain-name holders (registrants), registrars, industry participants, parties with intellectual property interests, and anyone with an interest in marketplace issues.

Why it's important: IDN Program Plan components encompass all the actions and deliverables necessary to deploy internationalized top level labels. The many IDN projects all run in parallel but have interdependencies; therefore, it is important that all stakeholders involved in one or another project have an overview of the status of each project and its direction.   What it is: This session is the public presentation of the work of the Security and Stability Advisory Committee (SSAC). Why it's important: The SSAC and the Root Server System Advisory Committee (RSSAC) will present one set of findings to approximate the extent to which personal contact information can be extracted from Domain Name Registration Records and the quality of that information. This session also reviews the goal of including IPv6 resource records in the root hints file and the DNS priming responses from root name servers. The RSTEP was created to provide fast responses when a new registry service is proposed and there are questions about possible security and/or stability issues. They have released their first report on Tralliance’s request to add a wild card to the .travel domain. Who Should Attend: The public is invited to interact with SSAC members with questions and comments.

• At-Large Advisory Committee Meeting (1400-1830) (Buenos Aires)

  What it is: The meeting will elect ALAC’s officers for the coming year, appoint liaisons to other ICANN bodies like the GNSO and the ICANN Board, discuss the coming year’s agenda and work. There will also be a preview of the new At-Large online collaboration environment, regional Wikis, new email lists, and a preview and demonstration of MemberClicks.com at 15:30 (www.memberclicks.com) which is a membership management and collaboration service being reviewed by ALAC. This is a working session of the committee but the public are welcome to attend. Why it's important: Since the officers of the Committee are being elected, and the liaisons to other ICANN bodies being selected for the coming year, this is an important meeting in the ALAC calendar. Also, the new Internet-based collaboration tools and services which are being implemented by ICANN staff will greatly improve the ability of the community to work together, so the segment where this will be discussed (from 15:00 to 16:00 approximately) will be of interest to the At-Large community members generally. Who Should Attend: Those interested in At-Large, and At-Large constituents interested collaborating with other members of the community.

REGISTRATION

On-site registration will be open daily from 0700 to 1900 beginning Saturday, 2 December, through Friday, 8 December.

The local host has recommended that, to ensure the highest level of security for the meeting participants:

1) Upon arriving at the meeting venue, all participants should first go to the registration desk to pick up badges and meeting materials.

2) All participants will be required to provide identification and have photographs taken for badges.

3) All participants will be required to wear these identification badges to enter the meeting area of the hotel.

4) There will be a barcode on the badge that will be scanned when you enter the meeting area. This will allow security to easily match the picture on the badge to your face.

In a further attempt to improve outreach, participation and transparency, ICANN has built a remote participation website for its São Paulo meeting, which commences December 2, at http://sp.icann.org/.

The site is being run as a pilot with a view to making it a permanent feature of ICANN meetings in the future.

ICANN has commissioned Kieren McCarthy, a well-known journalist and ICANN observer, to develop the site, following his involvement in a similar site (http://igf2006.info) for the Internet Governance Forum in Athens last month.

We hope this website will assist participation by those at the meeting as well as those on the wider Internet who can't be physically present.

Feedback on the usefulness of the site and any suggestions for improvement is welcome.
