A vital part of ICANN’s processes is the opportunity for there to be public comment on each substantial piece of work before it is put forward for final approval. This is an archive of one month’s public comment periods, arranged according to the month in which the comment period was closed.
Each box below provides a brief explanation of what the comment period hoped to achieve, as well as: links to relevant reports and/or webpages; a link to the official announcement of the comment period; a link to where all existing comments can be found; and an email link for anyone that wished to send in a comment. A “summary/analysis” objectively reviews the comments.

| Proposed Bylaw Changes to Improve Accountability | |||||

The public comment period on this proposed bylaw change has been extended by two months, to 27 October 2009, to allow users of the translated versions to prepare and submit their views. Explanation: Two proposed accountability measures have been posted by direction of the Board for 60 days of public comments, from 27 July 2009 through 25 September 2009. This is the latest step in the Improving Institutional Confidence process. The first bylaw revision is a new mechanism called the “Community Re-Examination Vote”. It would allow the ICANN community to request the Board to re-examine a Board decision taken by resolution. The second proposal would revise one of the existing bylaws and replace the independent third-party review process with a more robust process, the “Independent Review Body”. These proposals represent a significant step forward in ICANN’s already considerable accountability. The draft bylaw changes have been developed in response to community input to the President’s Strategy Committee over the last 12 months. Explanation: The joint session of the Advisory Committees and Supporting Organizations in Sydney was summarized in a one-page document that included six issues of most concern to the community as well as seven possible solutions. This comment period is an opportunity for the community to discuss that summary in the expectation that pragmatic solutions can be found. This comment period is also notable in that it is being used to experiment with new online collaborative software that is being trialed by ICANN staff in an effort to see if the organization can improve its public comment process. As such, you can email in comments as normal but you will have a far greater opportunity to interact and discuss the summaries as well as propose solution by logging onto the comment period’s discussion space. Explanation/Background: The Post-Expiration Domain Name Recovery Working Group that was launched following the adoption of its charter by the GNSO Council on 24 June 2009 is requesting your input to inform its deliberations to answer the questions outlined below. In addition to your views on these questions, the Working Group is particularly interested in receiving supporting data and information related to the questions outlined below. Any information to help quantify the problem or information on specific situations that you are aware of that might be addressed as part of these questions, would be appreciated. Background To what extent should registrants be able to reclaim their domain names after they expire? At issue is whether the current policies on the renewal, transfer and deletion of expired domain names are adequate. To this end, the GNSO Council initiated a Policy Development Process (PDP) on 24 June 2009 and chartered a Working Group to answer the following questions:

Explanation/Background: ICANN’s Security & Stability Advisory Committee (SSAC) is proposing to hold a retreat 30 September — 1 October 2009. The retreat would inform SSAC members, and help the committee prioritize its activities and prepare a work plan. SSAC would appreciate receiving input on the proposed retreat, including substantive items you think merit SSAC attention. In particular, SSAC requests comments on the proposed topics for the retreat: 1) SSAC Operations and Coordination
2) Substantive/Informational Issues
In addition, to assist the SSAC in long-term planning and operational efficiencies, SSAC solicits comments on other issues that might be useful to discuss in depth at the retreat. | Initial Report of Geographic Regions Review Working Group | |||||

Explanation: Geographic diversity is a fundamental component of the ICANN organization. The ICANN Bylaws (Article VI Section 5) currently define five geographic regions as Africa, North America, Latin America/Caribbean, Asia/Australia/Pacific and Europe. The ICANN Geographic Regions were originally created to ensure regional diversity in the composition of the ICANN Board and were subsequently expanded in various ways to apply to the Generic Names Supporting Organization (GNSO), At-Large Advisory Committee (ALAC) and the Country Code Names Supporting Organization (ccNSO). Over time, community members have developed concerns about the implementation of the ICANN Geographic Regions and related representational issues. The ccNSO Council approved a resolution in 2007 recommending that the ICANN Board appoint a community-wide working group to further study and review the issues related to the definition of the ICANN Geographic Regions, to consult with all stakeholders and submit proposals to the Board to resolve the issues relating to the current definition of the ICANN Geographic Regions. The rest of the community supported the concept of the working group and the Board authorized its formation at its December 2008 Meeting (see - http://www.icann.org/en/minutes/resolutions-07nov08.htm#_Toc87682556). The Board approved the charter of the working group at its public meeting in June 2009 (see - http://www.icann.org/en/minutes/resolutions-26jun09.htm#1.2). Copies of the Charter, in all six UN languages, are set forth here: The Charter authorized by the Board outlines a three-part process in which the working group first prepares an Initial Report outlining the current applications of ICANN’s geographic regions in various ICANN structures and processes and confirming the issues to be addressed by the working group during its deliberations. That Initial Report is the document being posted today. According to the Charter, the Initial Report will be followed by an “Intermediate Report”, currently scheduled to be drafted and prepared by the October 2009 Seoul ICANN meeting.
