A vital part of ICANN’s processes is the opportunity for there to be public comment on each substantial piece of work before it is put forward for final approval. This is an archive of one month’s public comment periods, arranged according to the month in which the comment period was closed.
Each box below provides a brief explanation of what the comment period hoped to achieve, as well as: links to relevant reports and/or webpages; a link to the official announcement of the comment period; a link to where all existing comments can be found; and an email link for anyone that wished to send in a comment. A “summary/analysis” objectively reviews the comments.

| RSSAC Review – Independent Consultant’; Final Report | |||||

Explanation:The consultants selected to carry out the external review of RSSAC (Westlake Consulting limited) released at the end of February, 2009 their draft final report, presenting their conclusions and recommendations. The public comment period to this document was opened from the 25 February till the 27 march 2009. The 10 March 2009 the consultants presented the finalized version of their report, changing the order of some sections and modifying the wording of some recommendations in order to enhance comprehensibility of the document. In order to reflect this change, this public comment period refers now to the finalized version of the report [PDF, 2,564K];its deadline has been extended to the 17 April 2009. All comments that have been or will be received and that refer to the draft version of the report will be interpreted in the context of the finalized version of the report. | Proposed Charter of Geographic Regions Review Working Group | |||||

Explanation:At its November 2008 meeting in Cairo, Egypt, the ICANN Board authorized the formation of a community-wide working group to study and review the issues related to the definition of the ICANN Geographic Regions, consult with all stakeholders, and submit proposals for community and Board consideration relating to the current definition of the ICANN Geographic Regions. The working group has developed a proposed charter to guide its efforts. All members of the ICANN community are now invited to review that document and share comments and observations with the Board and community through 24 March 2009. Geographic diversity is a fundamental component of the ICANN organization. The ICANN Bylaws (Article VI Section 5) currently define five geographic regions as Africa, North America, Latin America/Caribbean, Asia/Australia/Pacific and Europe. The ICANN Geographic Regions were originally created to ensure regional diversity in the composition of the ICANN Board and were subsequently expanded in various ways to apply to the GNSO, ALAC and ccNSO. An ICANN Board resolution in 2000 directed Staff to assign countries to geographic regions on the basis of the United Nations Statistics Division’s current classifications, and introduced the concept of “citizenship” in relation to the definition of ICANN Geographic Regions. The Geographic Regions are subject to review every few years and this Working Group effort is a part of such review. Staff Responsible: Robert Hoggarth Deadline and How to Submit Comments: The Staff is opening a 30-day public consultation forum, from 18 February 2009 through 24 March 2009, and invites community comments on this topic. This particular forum period is longer than 30 days because public forum comment periods are now typically suspended during the dates of ICANN Board meetings and the ICANN Mexico City meeting is scheduled from 2 March to 6 March 2009. Explanation: NeuStar has proposed allocation of single and two-character second-level domain names in .BIZ through the Registry Services Evaluation Process, and is seeking an amendment to proceed with a phased allocation program. | More Detailed Expense Reporting | |||||

Explanation: This month’s ’dashboard’ includes new reporting on ICANN’s expenses. These reports will periodically show ICANN’s expenses in the different functions as outlined in the operating plan . The impetus for this new set of reports is in response to the community’s desire to see expenses presented in ways that clearly show how ICANN is spending on activities related to the Operating Plan. We welcome your comments on how helpful these reports are as well as how they may be improved in the future. |
